It's named after Gavriil Veresov from Belarus and Kurt Richter from Germany, and it's also called the Richter-Veresov Attack. White's typical plan is to take the center with f3 and e4, castle queenside and attack. It's rarely played at the top level, but it's good for surprising opponents in practice.
